Introduction:

The Uttar Pradesh Right of way Single Window Clearance System (SWCS) was introduced by the Uttar Pradesh Government to streamline the process of obtaining No Objection Certificates required for Over-ground and Underground telegraph Infrastructure & 5G. Developed and implemented by OTPL, the concept was to create a central, digital platform to reduce the complexities Telecom service Providers faced while seeking permissions for the telegraph Infrastructure. However, the implementation of such a system presented various challenges, both in terms of implementation hurdles and technological integration.

Objective:

To Develop a Single Window Clearance System for

  • Obtaining NOC for the Overground & Underground Telegraph Infrastructure
  • Obtaining NOC for the 5G Related Services

A dedicated Project Management Unit (PMU) of 4 personnel was deployed for efficient and smooth coordination, implementation and functioning of the SWCS. The portal was made live in January 2025.

  • Training and orientation of district level officials across all 75 districts of the state.
  • Implementation of New portal of UPROW as per the Govt. order dated
  • Revised timelines and Major Changes proposed in Sept 2024 ROW act while execution of Application process at departmental and applicant level.
  • 90% Refund of the Rejected Applicants.
  • Coordination between departments, DOT regarding the implementations which are not clarified at the moment.
  • Nomination of District and Department Officers (DIOs) as Nodal Officers for UP Right of way on behalf of UP Electronics Corporation Limited.
  • District officers are not aware of the new system and URL against which challenges are arisen.
  • Disposal of ROW pending applications dated on or before 31st Dec 2024.
  • Coordinating with district concerned officers where pendency’s are not cleared.
