Industrial Estate Management System Single Window Clearance System

Introduction:

The Industrial Estate Management System Single Window Clearance System (SWCS) was introduced by the Uttar Pradesh Government to streamline the process of obtaining No Objection Certificate required for Land Allotment and various activities in the state. Developed and implemented by OTPL, the concept was to create a central, digital platform to reduce the complexities Applicants faced while seeking allotments for Plots/Sheds in the Industrial Estate. However, the implementation of such a system presented various challenges, both in terms of implementation hurdles and technological integration.

Objective:

To Develop a Single Window Clearance System for

Obtaining Land Allotment Certificate
Seeking Certificates against the different services offered in IEMS.

A dedicated Project Management Unit (PMU) of 4 personnel was deployed for efficient and smooth coordination, implementation and functioning of the SWCS. The portal was made live in March 2024.

Training and orientation of district level officials across all 75 districts of the state.
Given that UP Directorate is a time-sensitive industry, real-time assistance and problem-solving were crucial.
Coordination with the district officers as the understanding of the portal was not cleared and many differences in portal make the execution slower.
E-Auction API Integration was not been processed due to differences in execution issues in system.
Online allotments have not been issued as the E-Auction process gets delayed beyond time limit.

Training and orientation of district level officials across all 75 districts of the state was done through video conferencing and also in person visit to 4 districts conducting the training of all districts.
Post implementation and deployment of a PMU, the coordination became smooth as departments and district administrations were aware about the system.
Offline Applicants registered and Allotment and other related services are applied through portal.
E-Auction API integration and execution issues have been solve now and API has been developed and provided to HDFC Bank.
