Introduction:

The Government of Uttar Pradesh launched the Bio Energy Promotion Programme in 2018 to promote bioenergy enterprises in the state. To facilitate the establishment of these enterprises, the state offered several incentives, including Capital Subsidy, 100% reimbursement of State GST for 10 years, and 100% exemption from Stamp Duty for land purchases. Furthermore, Uttar Pradesh unveiled its Bio Energy Policy 2022 to boost the bio-economy and reduce dependence on fossil fuels. The Bio Energy Portal for UPNEDA (Uttar Pradesh New and Renewable Energy Development Agency) has been developed to attract investments in the sector and streamline the registration process for potential investors.

Objective:

To create a comprehensive digital platform to:

Provide registration for investors interested in the Bio Energy sector of Uttar Pradesh.
Facilitate the submission and tracking of applications for Bio Energy projects.
Encourage investments in bioenergy products and services in Uttar Pradesh, such as Compressed Bio Gas (CBG), Bio Coal, Bio Diesel, and Bio Ethanol (2G) plants.
Allow for transparent communication between investors and UPNEDA, including grievance redressal and query resolution.

Developing a seamless portal that can handle the varied and intricate nature of bioenergy projects.
Ensuring that the platform caters to multiple Bio Energy sub-sectors, such as CBG, Bio Coal, Bio Diesel, and Bio Ethanol plants.
Navigating the regulatory requirements for project approval, such as the need for land acquisition, environmental clearances, and technical assessments.
Educating investors on how to use the platform effectively for registration, application submission, and tracking.
Overcoming the challenge of integrating data from multiple sources into a single unified platform.

So far, 1,436 total registrations have been received, with 813 filled applications and 147 approved applications.
The portal has simplified the approval process for Bio Energy enterprises, with most permissions being granted within 6 months of application.
The platform includes functionalities for users to track their applications in real-time and communicate directly with UPNEDA for updates and queries.
The system enables the raising and resolution of grievances by applicants, improving transparency and efficiency.
Feedback from users has been overwhelmingly positive, with a high satisfaction rate of 98.9%, as reported through Nivesh Mitra feedback.

Bio Energy Products Overview

Compressed Bio Gas (CBG): Compressed Bio Gas is produced by purifying biogas to remove hydrogen sulphide (H2S), carbon dioxide (CO2), and water vapor. After purification, the biogas is compressed, containing more than 90% methane (CH4), making it a clean and efficient fuel.
Bio Coal Plant: Bio coal is produced through pyrolysis, a process where dry biomass is heated at high temperatures in an inert environment. The resulting product can be used as a cleaner alternative to coal, with applications in power generation and industrial heating.
Bio Diesel Plant: Biodiesel is produced by transesterification, a process that converts vegetable oils, used cooking oils, and animal fats into biodiesel and glycerine. The biodiesel can be used in conventional diesel engines as a cleaner fuel alternative.
Bio Ethanol Plant (2G): Second-generation (2G) bioethanol is produced from agricultural residues such as rice and wheat straw, corn cobs, bagasse, and cotton stalks. This process is more sustainable than first-generation bioethanol, as it uses waste materials instead of food crops.
